Rebecca is a partner with over 20 years' experience of advising on major infrastructure and construction projects across a wide range of sectors including rail and wider transport.

Relevant experience includes:

  • HS2 Main Works Civils procurement - Advised the Laing O'Rourke, FCC and Murphy  consortium on their bid for the HS2 Main Works Civils procurement, including review of the NEC contracts. 
  • Crossrail - Advised a consortium bidding to manufacture, finance and maintain the new Crossrail rolling stock and to construct the new depot.
  • Transport regulatory work - Advised on a number of international projects including advising Gauteng Transport Management Authority on a project to implement an integrated transport system (including integrated ticketing) in Johannesburg and advised the City of Cape Town on the establishment of an integrated transport and urban development authority in Cape Town and on the planned devolution of the urban rail function to the new authority. 
  • Rail aspects of PPP projects - Advised on the rail and rail interface aspects of various PPP projects including advising the SPV on the Carlisle Northern Distributor Route road PFI.  This included advising on significant rail interface issues as the new road crosses over the West Coast Main Line and three other railway lines on a four-span bridge.  Rebecca also advised London Borough of Hounslow on its £800 million highways maintenance PFI.  This project comprises a 25 year concession to maintain and enhance the highways, street lighting and structures (including rail bridges).
